FEDERALISM ISSUE IS JUST A RUSE

CHICAGO (JGL) – The campaign to transform the Philippine government from unitary to federal form of government is just a ruse by President Duterte to put his daughter, Sarah

Duterte in power, according to opposition Philippine Senator Antonio “Sonny” F. Trillanes, IV, when he visited Chicago, Illinois on Feb. 9, one of the snowiest days on record. Sarah Duterte is incumbent mayor of Davao City.

The 46-year-old senior senator who is termed out in the 2019 senatorial elections said, “Duterte is going to declare martial law using the NPA's (New Peoples Army) as a pretext. Then, once, he is able to achieve that, he would shift to a revolutionary government. This is plan A.”

The graft-busting senator, who came from Washington, D.C. to attend 65th annual The National Prayer Breakfast hosted by the U.S. Congress and the Fellowship Foundation held this year on Feb. 8 at the Hilton Hotel in Washington, D.C., added, “Plan B is the charter change and that federalism is just a reason for them (Duterte Administration) to tinker with the Constitution. So, while they tinker with the Constitution, he would have a transitory provision where President Duterte, himself, will still be president for so many years beyond his term. Then, for the meantime, he would have the power to legislate similar to what Marcos had during martial law.”

The National Prayer Breakfast was attended also by President Donald Trump.

And Plan C, when all else fail, he would field probably Sarah Duterte to replace him in 2022 just so he would be protected legally. And he won't be prosecuted and sent to jail.”

Mr. Trillanes during a 30-minute talk said that during the last 20 months that Mr. Duterte was in office, the opposition has “been holding the flag. We have been fighting whichever way we can for those who cannot fight themselves. We have become the voice of the voiceless. They (the Administration) are trying to desperately mute out those voices to so many dirty tactics.

“Duterte wants me to get killed. He has ordered people to have me killed. But for some reason, we are still around. It can only mean probably I still have a mission to do to accomplish and a purpose to serve.

“They are trying to come up with charges like (Sen. Leila) De Lima's and put me away in their co-opted justice system. Although they are trying to mute my voice in the senate, there are ways for the truth to come out. It is not necessarily thru me. We are gaining grounds. We will get there no matter how slow.

"But eventually, we would open the eyes of the Filipinos. Along that line when Fil Ams ask me what they can do? How they can help? They just have to tell the truth. Tell the truth. Don't waste your energy to convince people, who are so blinded.

"Let them realize their mistakes. It is more worthwhile to convince a lot of people, who are turning their backs to Duterte. Do you know an anti-Duterte who became pro-Duterte? But there pro-Duterte who became anti-Duterte just like Marlon (L. Pecson). We are are gaining ground. His base is not increasing but reducing by the minute.”

“DUTERTE NOW SHAKING IN HIS BOOTS OR SLIPPERS!”

“Another concrete example (of our campaign) is filing of crimes against humanity and mass murders against Mr. Duterte before the International Criminal Court in the Hague. The ICC recognized our communication and it had been announced. Duterte is now shaking in his boots or slippers.”

Mr. Trillanes also told the Filipino American community during the question-and-answer forum, “Don't worry too much about the federalism thing because the last time I checked, 21 of the 22 senators are openly opposed to voting jointly and we won't even allow ourselves to be constituted as a constituent assembly (Con-Ass). So, we are ok on that front. Now, only one is in favor and that is the great Senator Manny Pacquiao. (Laughter).”

In an interview with this reporter following his dialogue and question-and-answer forum with the Filipino American community, Mr. Trillanes said when he steps down from the Senate in 2019, he plans to enroll “for graduate studies and (wil look for) a teaching job.”

When asked about political dynasty, Mr. Trillanes said, he is “against the use of political dynasties to control the local or national policies on those areas. But the thing is dynasty per se is not the problem. The problem is not making them accountable. Because whether you have a relative in government or not, if you commit graft and corruption, you are accountable. 

But if you are a public official, regardless you have a blood relative or not in government, then, why should you be penalized? I'm all for that.”

On the question of political contributions if they should be left to the political party or the individual candidate after the elections, Mr. Trillanes said the balance “should go to both for as long as there is transparency.”

TO PASS RESOLUTION HONORING 7 DOCTORS, NURSES KILLED IN CEBU CRASH

Mr. Trillanes also signed on to the suggestion of this reporter to pass a resolution thanking seven Filipino-American doctors and nurses from Chicago and New York cities, who perished in a car crush in Cebu last month while on their way to a medical mission in Camiguin Islands in Bohol Sea in the Philippines.

As to criticisms that he was not truthful when he failed to convince the Senate to indict confessed Philippine National Police Senior Police Officer Arthur Lascanas and another confessed civilian asset Edgar Matobato of the Duterte's Davao Death Squad (DDS) and that he had been involved in alleged corrupt activities like the money that he took from his office and from DAP (Disbursement Acceleration Program) and PDAF (Priority Development Assistance Fund) of the senate, Mr. Trillanes said, “If Mr. Duterte has anything against me, do you think, he will withhold it? Remember, this guy, Duterte, fabricated supposed offshore bank accounts under my name, which he now admitted that he invented.

MORAL & HEALTH ISSUES:

Mr. Trillanes said the Philippines needs “more than a law but a comprehensive national policy on illegal drugs that addresses all components of the problem to include the supply side, meaning enforcement, and demand side, including comprehensive and extensive indoctrination against the use of illegal drugs in schools, communities, churches and families. So, if has anything against me, why doesn't he expose this? He doesn't need to resort to invent those offshore bank accounts. But the thing is, all that is part of their propaganda.”

"THEY CANNOT BRING ANYTHING AGAINST ME"

Mr. Trillanes added when he “went up against Sen. (Juan Ponce) Enrile, they also dug up everything against me particularly the funds on DAP and PDAF. But it was Enrile himself who was involved in the PDAF scam. Try as they may, they cannot bring anything against me.”

FASTING?:

When told that his critics say that he is a liar, Mr. Trillanes said, “What liar? They have to point out where I lied. How come they turned a blind eye on the lies of Mr. Duterte? His lies are documented. There are video recording of specific lies that he made.”

Former (Magdalo Party-List) Congressman Francisco Ashley L. Acedillo, a fellow PMA alumnus of Mr. Trillanes, accompanied Mr. Trillanes on the U.S. trip.

Aside from FAHRA-Illinois, the other co-sponsors of Mr. Trillanes' talk were Circa Pintig Community Theater, the Filipino American Grand Parents Association of Chicago (FAGPAC), and the Pilipino American Unity for Progress, Inc. (Unipro).

Mr. Trillanes left Chicago the following day to attend another forum sponsored by FAHRA-Los Angeles, California at Pilipino Workers Center (PWC) at 153 Glendale Blvd., Los Angeles en route to the Philippines.
