CHICAGO HUMAN RIGHTS WORKER CITES DUTERTE’S DUPLICITY IN MARAWI CRISES

CHICAGO (JGL) — The Maute Brothers accused by the government of President Rody Duterte of fomenting anarchy in Islamic Marawi City in Mindanao that forced the hand of Duterte to declare martial law in the whole of Mindanao have a beef with Duterte’s Presidential Adviser on the Peace Process (OPAPP) Jess Dureza for allegedly coddling Marawi leaders engaged in kidnap-for-ransom. The Duterte government is also being accused of “protecting a ruling Lanao del Sur provincial politician for cornering all the government funds.” 

Mr. Dureza was accused of hiring Maranao leader Omar “Solitario” Ali, a former Moro National Liberation Front commander and former mayor of Marawi city, as OPAAP “consultant” after agreeing to “negotiate with the Maute group in the administration’s management, or should we say mismanagement, of the Marawi crisis” although Solitario “was on the President’s own drug watch list,” according Nerissa N. Allegretti, a native of Iligan City in Lanao del Norte. 

Ms. Allegretti told a group of Chicagoans, who attended the civic reflection conducted by Filipino American Human Rights Alliance or FAHRA- Chicago on September 18 at Budlong Woods Chicago Public Library in the north side of Chicago that Marawi City, the crown jewel of Lanao del Sur, is ruled by 11 clans, who are sub-divided into two — one group led by five clans, the other by six clans.

The two groups live on the sides of Agus River, which flows for 36.5 kilometer (22.7 miles) from Lanao Lake to Iligan Bay that cuts thru the provinces of Lanao del Sur and Lanao del Norte. 

Allegritti of the National Alliance for Filipino Concerns-Midwest (NAFCON), the International Coalition for Human Rights in the Philippines – USA-Midwest (ICHRP), and Anakbayan Chicago and Fellowship for Filipino Migrants (FFM) said, “So, if you saw Agus River in Lanao lake and National Power Corporation, Agus river dams end up in Iligan City, where there is the beautiful Maria Cristina Falls, where water is converted into hydro electric power (that powers) a big part of Mindanao.”

QUOTING A BOOK & A BLOG 

Quoting a book, Out of the Shadows: Violent Conflict and the Real Economy of Mindanao edited by Francisco J. Lara and Steven Schoofs (Ateneo de Manila Press (2016) (₱495.00/USD9.90) and an in-depth blog, “Pagdaro Sa Kalinaw (Plowing Peace): Dureza’s Betrayal and Duterte’s Hypocrisy” posted on Mindanews website based in Davao City, Ms. Allegritti, a Christian who has Muslim relatives, said martial law in Mindanao could have been nipped in the bud if only Mr. Dureza, the government peace process adviser, would have more circumspect in his dealing with some of Marawi’s political clan that has also ties with “illegal economies,” including drug trading, in the city of half-million people, there should not have been need to declare martial law in Marawi in the first place.

ABDULLAH MAUTE 


 Maranao people refer to southern tribe, who live by Lake Lanao, the largest lake in Mindanao and second-largest and deepest lake in the Philippines. Lanao comes from the word ranao, meaning "lake." Lanao centers on the basin of Lake Lanao; thus, it is the land of the Maranaos, the "people of the lake,” populated by residents of Lanao del Sur and Lanao del Norte. Ms. Allegretti citing the two public sources said Marawi City is still under the heavy influence of Solitario, who was mayor of Marawi from 2001-2007. Solitario has a half brother, Fahad “Pre” Salic, who succeeded him Marawi mayor from 2007 to 2016. Marawi is now under incumbent Mayor Majul (pronounced, mah-hole) Usman Gandamra, a lawyer, and Vice Mayor Arafat Salic, son of Solitario.

Lanao del Sur province is now headed by mother-and-son tandem, Soraya Alonto Adiong, 72, and her son, former Governor and now Vice Governor Mamintal Adiong, Jr., who won the 2016 gubernatorial and vice gubernatorial seats under the Liberal Party. 

PAGDARO SA KALINAW 

According to the blog, “Pagdaro Sa Kalinaw” written by Jeremy Simons in MindaViews, the opinion section of MindaNews, the “lieutenants” of Abdullah Goldiano Makapaar bin Sabbar, alias Commander Bravo, a Moro rebel of Maranao Tribe and a Brigadier Commander of the Moro Islamic Liberation Front (M.I.L.F.), had talked to the Maute group leaders, informing the military of their “concerns of  [Maute] militants, including the most serious ones: alleged military involvement in kidnap for ransom that victimizes Maranaos. The Maute knew it…because some of them were in the “business” for some time mainly for fund raising….

“The second thorny issue…never mentioned in the media is the brewing feud between the clan of the present ruling politician (former Governor, now Vice Governor Mamintal Adiong, Jr.) of Lanao del Sur who, according to the Maute, controlled everything and got all the government funds.” 

“The Maute reportedly wanted the government to investigate the 32 corruption cases against the governor filed by some of their relatives that seem to be in oblivion after Adiong’s family allegedly spent nearly half a billion pesos bribing national officials in the Commission on Audit and other offices. Some of the cases by the Maute family were against Adiong and Jimmy Pansar, the Mayor of Butig who is the rival of the “Romatos” in Butig.” Datu Mombao Romato was a former mayor of Butig.

Omarkhayam and Abdullah Maute are siblings. They are descended from a Maranao warrior clan based in ButigLanao del Sur, the town where  they were born and spent their childhood. The brothers had worked in the Middle East as Overseas Filipino Workers. While working for secular schools in Syria and the United Arab Emirates, the brothers studied Islamic theology. Omar reportedly was educated in Egypt while Abdullah studied in Jordan. They founded the Dawlah Islamiyah (Islamic state) group, commonly known as the Maute group after their surname.

SAFE SANCTUARY

While Solitario had been welcomed into the “safe sanctuary” provided by his and Dureza’s long time political ally (former Iligan Mayor Franklin) Quijano, Dureza made intensive efforts to clear Solitario’s name and remove him from the second list of people with warrants of arrest for rebellion, successfully getting his name removed from that list on August 16, 2017.

According to Mindanews, Dureza then, “e-mailed the copies [of the clearances removing Solitario, Pre, and Arafat being subject to arrest warrant] to former Iligan Mayor Franklin Quijano to pass them on to Omar Solitario”.  

However, that decision was reversed just six days later on August 22 by Defense Secretary and Martial Law administrator Gen. Delfin Lorenzana, who stated, “It was Dureza who wants to utilize him kaya humingi siya ng clearance, only to find out that the military, police and Muslim leaders don’t want them released for complicity in the Marawi siege and illegal drugs.”  

“Furthermore,  Lorenzano (sic) stated, “I told him (Dureza)…. we are not stopping the gathering of info about (Solitario’s) alleged connection to the Mautes and illegal drugs”.[ix] After this reversal, Solitario apparently fled to Manila, where he would be “beyond the reach” of the martial law administrator.”  

According to the reports, “Still, some local leaders believe that Solitario was not the one directly involved in drug trading, rather, that his brother Pre and son Arafat were the primary drug lords. This theory states that Solitario was unable to control them and was forced to protect them in order to save himself.” 

The reflection was described by FAHRA-Chicago convenor Jerry B. Clarito as a “community conversation. We would also like to build a capacity to govern ourselves. This is what you call democratic exercise of actually ruling ourselves. We should not accept that we should be ruled by somebody else.” 

Another FAHRA-Chicago convenor, Juanita Salvador-Burris, said her group is new US-based group who decided to promote human rights for all thru bayanihan, people working together, kapitbahayan, which is neighbor helping neighbor and damayan, people helping each other in a passionate way.
